Prior Signal is not a pivot from advocacy. It is the culmination of a twenty-year career across hospitality, manufacturing, e-commerce, and public interest research — each chapter building a capability the firm now integrates and deploys.
The advocacy work through End the Wait Ontario was the chapter where the methodology proved itself at scale: #1 search positioning, WHO recognition, and a data-driven platform that made fragmented public information impossible to ignore. That platform remains a separate, non-commercial project and is actively maintained.
But the methodology — the ability to take complex, fragmented information environments and make them legible, searchable, and strategically positioned — was built across all six chapters. Prior Signal is how that methodology reaches organizations that need it.

Spencer Louis Carroll
Spencer Carroll holds a Bachelor of Commerce from the University of South Australia and trained at Le Cordon Bleu. He built his operational foundation at Four Seasons Hotels, then moved into manufacturing at Canadian Soapstone, where he managed tariff exposure, supply chain logistics, and cross-border trade disruption firsthand. He has run PG Closets — a custom closet fabrication and installation company — for over a decade, operating in-house aluminum and glass fabrication and managing everything from design through manufacturing to final installation. He then spent years on unpaid data journalism and FOI research as a parent advocate, building End the Wait Ontario into a platform that achieved #1 search positioning on its target issue and was featured by the World Health Organization.

Effective critics tend to attract institutional pushback — that is part of the public record in Ontario’s autism services history. The decision to build an independent firm, rather than seek a role within the systems being challenged, was deliberate. Independence is the foundation of credible analysis.
